Paulius Vinkleris graduated in law and international relations and political sciences from Vilnius University in 1994. In 1994 – 1996 he was a Coordinator of Law Program at the Open Society Fund of Lithuania. In 1996 he moved to the Legal Department of the Seimas (Parliament of Lithuania). In the period from 1997 to the end of 2000 he studied German and European Community Law at the universities of Kiel, Hamburg and Helsinki with scholarships of DAAD, Europe College in Hamburg and CIMO. He acquired the LL.M from the University of Kiel. He holds the degree of Doctor of Laws (Dr. iuris) from Vilnius University. From 2001 to the end of 2003 he assisted Algimantas Dziegoraitis – one of the most prominent “classical” attorneys at Law in Lithuania. In the first half of 2003 he founded his own law firm.
Areas of expertise: general civil law, real estate and construction law, company law (especially reorganization, mergers and acquisitions), international private law, bank law and finances, tax law, energy law, competition law and representation of clients in court.
